Whats up with the Apexi power FC?

I know this is old news, but i looked on the japan website and it says they have the power FC for the 2zz-ge. What exactly keeps us in america from using this? and why cant they program it for our cars here if we order it? Im gonna call them tomorrow and ask them, but i thought id ask here to get a heads up. I have the money and if they need to test it or anything i live 30 mins away, so maybe theyll agree with me that we need it;)

program isnt written for our ECU replacement.. the J-spec is a little different..
