Street legal turbo

1. Just wondering whats the difference between a street legal turbo kit and one that is not street legal.

2. I also heard that in California you can take your aftermarket engine mod to the state ref (Bureau of Automotive Repair) and have them smog your car with the turbo. If your car doesnt increase emmisions, then they give the turbo an OK and give you a sticker that says its legal. Anyone else hear of this?

street legal turbos are just what their name says, street legal, meaning mainly they meet emissions/CARB standards. they usually dont run at as high psi levels in street form making them less powerful than a non-legal that could be run at higher psi levels, but can usually be adjusted with boost controllers. i may be missing out on some points, but i think that's really all there is to it. and i'm not sure about the CA stuff. hope this helps...
