Sleeving cylinders?

I have heard people talk about sleeving a cylinder? How does this work exactly and what is done to sleeve it? It seems to reinforce the block so it can take more boost.

From the conversations i was having with golden eagle it seems that they cut out the stock sleaves about 2" above the end of the water jacket. Then they weld in a new set of sleaves.
