Nitrous Hp ratings, wheels or crank?

i was just curious how the different companies rate their kits in Hp? at the wheels or at the crank, anybody now? NOS, NX?

Nx is rated at the wheels....I know Zex rates it at the crank...not to sure about NOS, I think its crank hp aswell...
