Just got home from graveyard work and I'm light headed and I just got a notice from them (Toyota), I guess my brain is not working, I need to go to bed. Can someone translate this for me. Thanks

We apologize for the concern you are experiencing with your belt tensioner and we regret to hear of your dissatisfaction in this matter; Toyota dealerships are authorized to speak for Toyota and provide Toyota's position on warranty matters because they are trained and equipped by Toyota. Because you disagree with Toyota's position on a product - related issue and are within arbitration guidelines, we have forwarded documentation to you for arbitration by the National Center for Dispute Settlement (NCDS). The NCDS will render a decision within a maximum of 40 days once they have received the completed arbitration request from you; their decision is not binding on you if you are dissatisfied with it.
In addition, by sending you arbitration paperwork, we have notified our regional Toyota office of your concern, affording the regional office a final opportunity to review your concern prior to the arbitrator's decision.
