problem seperating wheel well plastic???

I was trying to seperate the wheel well plastic from the bumper, lik where the CAI filter would be, and I couldn't get the plastic to move. Yes i removed the 2 screws, and the plastic fastener. I got the plastic seperated from behind the bumper, but when I went to seperate it from the tow eye it wouldn't move. It looks like the mud gaurd is on top of the well plastic. Is this normal and Im just not doing something right? One more thing a while back I got my front bumper replaced, could they have messed it up then???? Any input would be appreciated. THNX

the wheel well plastics, actually called a "fender liner" or "fender splash shield", do go above the "under engine splash shields" at the tow hook locations. It's also a little easier to pull away if you remove the little mini-mud flap looking thing with the two 10mm screws in it. Just give it a good hard tug and it should come down from above the engine plastics.
