i really wana drop my 2000 celica gts, but not to low, i need to find some nice good racing springs, i dont want progressive rate springs, heard there not that good for cornering and what not....how bout H&R springs, they any good? what other springs should i get? i really need to drop this high as# ride

I would go with any manufacturer that sells linear rate springs because as you noted, progressive rate springs aren't that good for handling (but give a nice smooth ride...)
Since I run stock springs I've not investigated which brands are linear rate, you may need to make some phone calls or send some emails.
I do know that Ground Control coilovers can be ordered with any spring rate you want and they will be linear. I'm not to keen on their "rice" off the shelf kits, but special ordering higher spring rates (and longer springs) to get a firm ride without *excessive* lowering is a nice bouns.
I think Celica RZ special ordered his GC coilovers this way.
