Suggestions on seating the beads on my low pros???? HELP!

The tire place is having problems getting the bead to seat to the rim lip. On 2 of the 4 rims they got it, but it took filling it with 70 psi to get it there.

It's 17x7 and 215/40/17ZR Bridgestone Potenza S03 tire

Any suggestions anyone can offer?
