first thing that comes to mind is the tires that are on the wheels. are they near bald? if so, running near the steel belt will cause vibrations at high speeds...
You need to check the where he had each tire on his car before...front drivers side, front pass side etc...
Also check if they are directional tires..
Chances are the tires had previous uneven wear..you came along and mounted them in no particular order...that would make the car wobble like crazy.
If you dont think that applies to your case...then take it to a shop and have them balance the tires....worst case scenario an alignment.

My steering wheel does it too, and my tires are brand new. There's only one thing I can narrow it down to, and that's a bent rim.
Alot of other people on the board have this problem as well. Keep in mind I had the car in the shop to check camber and alignment, to see if that could have been the problem.. it was fine. I haven't had my rims checked, but that's pretty much all it can be.
Just look at the edges of the rims really close, if you don't see any bends than I don't know what it is.

Hmmm...maybe check your lug nuts? Don't know the torque number for the celica ... for my prelude it was 80lbs so I'm thinking around there...what I'm suggesting is that a lug or more might be loose. However, loose lug nuts don't usually cause vibrations...just check over everything to rule out possiblities...

Get the wheels and tires balanced. It's that simple.
Make sure to use a shop that can do road force measurements. If they can't then you don't want them working on the car.
Also, make sur eyou are using hub centering rings on all 4 wheels.

btw, they could be a loose nut, or one screwed on backwards..

i has that problem before, if one tire is not bald, then the wheels need to be balanced.
