What does it mean when it is said a car has a "live axle"?

It means that the rear axle is solid. The celica has independent rear suspension.
Look at a Camaro, Mustang (no the new Cobra), every pickup truck, most older front drive car.
In all cases the rear axle is a straight shot.
This means compression on one side will change the angle of the wheel to the road on the other side.
