They don't "prevent your speakers from blowing up". Most stock systems run the speakers full range. If what he says was true then your stock speakers would be blown up.
They limit the frequency range that the speaker receives, *potentially* allowing you to run the speakers at higher volume. They do the same thing as a crossover, but they're not adjustable.
The reason you'd probably want to use them with a new HU is because the new HU usually has more power.
In the case of the GT-S system, I'm not convinced that new head units have any more power. The GT-S speakers seem to be pretty good. Still, if you crank the volume they do distort. This is a case that would be good to use "bass blockers".
In any case, IMO, you're better off just buying an amp, even for the stock speakers. Many amps have built in adjustable crossovers now, so you don't even need to buy a separate crossover.

If you're putting in an amp or a crossover then you don't need them. If you're using the stock GT-S speakers then I would maybe put them on the rears and the big woofer on the fronts. The rest are already crossed over I think.
It's up to you though. Personally, I think the stock speakers (mainly the woofers) sound like poo poo when you turn them up loud. But they are running full range so I expect that...

The reason why the stock speakers distort is because they arent getting enough power. I have mine amped on two different amps (fronts get a 50x2 blaupunkt with full crossover controls) (rears get a Clarion 30x2 full range) and they sound sweet. I have the stock mids/bass and the tweets hooked up in a series and I have some Panasonic tweeters with built in crossovers hooked up in parallel so it sounds like a component system. I think the celica has very nice stock speakers and they sound very good when hooked up to an amp. Lets just say my friend has a Tiburon with Rockford Fosgate Fanatic Ps 6.5 components in his front and my front soundstage sounds just as pretty as his.

No, not at all. They will probably sound better on your new HU because the new HU provides better power.
But, if you want them to sound the best, then you need an amp.
Here's what I suggest: get the wiring harness from Synkros and hook the new HU up to the stock speakers. If it sounds better, you're stoked. If not, get an amp. Simple :)
