Electrical wires help

I have a neon that I want to put behind my AC/Temp Control. Anyways, there is two wires to this neon and I connected one wire to the fuse and another to a ground. I also, switched wires for one that is positive and ground but still having a problem for it to light up. Both wires is cover with a black tube, so I can't which is positive or negative but I did try it both ways.

Anyone know the problem is?

You might need a transformer for it. What kind is it and where did you get it?

I got the neon from autozone. It those type of neon where you can put anywhere in the car. It the flexible kind. the brand name is "Type S."
