Only when traction is critical, like when launching at a drag strip. Otherwise no.

It certainly will effect the launch (probably in the wrong direction).

Otherwise, the less tire in contact with the road will make acceleration faster and top speed higher (less rolling resistance).

The frictional aspects are likely pretty subtle.
