Answer #1: In big boxes.

Answer #2: Pair them up, wrap lots of tape around them (through the wheels then around the tires) so they are bundled. Face the outer wheel face (the part you want to look nice) towards the middle of the bundle with cardboard (so they don't get scratched).

Put the shipping info right on the tires. Nothing says you have to use a box. The Tirerack just bundles teir tires together and sends them, not sure about when you get wheels and tires together.

Like Scott says, only I would use 3 giant nylon wire ties from the heating dept at your local DIY Home improvement store to strap two together, or at least use fiberglass reinforced tape. It's hard to get the tape roll throught the space between spokes, so most will quit before using enough tape. It's better to not box wheels, they tend to handle them more carefully when they can see what they are. When we ordered our last AX wheels, the were shipped boxed, and two were bent upon arrival. I've bought 3 sets that were shipped unboxed and arrived in perfect shape. If you are shipping mounted with tires (safest) lower the air pressure very low while strapping together, then reinflate after to tighten the strapping very tight. To get the best price, declare it one shipment with two parcels, NOT two shipments. Be sure to insure for full new replacement cost.
