02 celica gts manual speed sensor related issue

Someone please help on an issue I have been fighting with for a long time.
My speed odometer, odometer, reverse lights, reverse beeper, and VVTL-I all quit working at the same time. Plus rev limit is 6900 rpm. The check engine light came on and the code reads something like speed sensor malfunction.
I replaced the speed sensor and I still have the same problem.
I thought maybe it was my gauge cluster so i replaced that, but still the same problem. I thought it was the ECU so I borrowed an ECU off a 00 celica gts auto from a used car dealer. Well, still, same problems.
I thought maybe I had 2 different problems and began working on fixing the VVTL-I problem with no luck. I checked the lift bolts and both solenoids and the filters going to them and the temp sensors.
I know this is an old problem and has been a problem to some celica owners can somebody tell me how to fix it
