New rotors wearing into parking brake backplate

My Celica is 18 this year, and since the parking brake doesn't work, my calipers and rotors always look sad after a month, various calipers keep sticking and most importantly there was a grinding sound when the wheel spun - I decided to replace most of the parts. I got the rear done with the exception of the brake hose (10mm line wrench just rounded the nut so that will be the next thing to tackle on it's own). Anyway, after various frustrations I got it done last week and I still have the grinding noise! So, behind the rotor I can see where the inside lip is wearing into the backplate of the parking brake. I'm trying to decide if I should grind the plate back out of the way or leave it. All of the rotors shouldn't be out of spec, but the plate doesn't seem warped. The parking brake shoes are seated without play.
