More likely to just be condensation than unburnt fuel.little bit of unburnt gas was dripping out muffler

^thats nuts, fyi... i got 25+ city with a fairly heavy foot.All city stop and go driving? 20mpg is about right for that situation.
i still say take a good look at your calipers. if you're not throwing codes, your idling and running fine, then you NEED to look at your brakes (or find the hole in your gas tank lol). sometimes its not that obvious at first glance. jack the car up at each corner and spin the wheels. see if you've got a sticky one.maybe you have a stuck caliper?
