Brakes make popping noise

My brakes (celica gt 2000) make a popping noise I don't know if it's both or just one but it's when I first press them, anyone else have this problem? The dealer wants 40 to just CHECK them, and another 225 if I need new brake pads

there's a tsb out on this. it happens when you change directions i'm assuming.
