You could try an EZ-out. If its not broken flush with the flage you could also try a stud remover
Broken Bolt at Header Flange
Hey,
I've got a broken bolt at the header flange where it connects to the midpipe. Is there any way to remove it without removing the header? Last time i removed the header, it took me 5hours. Don't want to go through that again.

Kinda hard to get a drill into there to drill out the bolt. There's not much space.. :S
take a pic for us to see..i just sprat a lot of wd40 and let it soak..and then use a vice grip and try to grip it real tight and loosen it that way...that might help iono
