You can go to home depot and get a can of latex based paint stripper. Brush it on , wait 10 min and hose it off. Repeat if needed until you removed all the old paint. Afterward sand with like 400 grit sand paper and repaint. I have stripped and repaint my covers about 5 times, and the above procedures works beautifully. Just make sure you got rubber gloves and stay away from down stream if the hose spray, i.e. avoid getting any stripper on your will burn as I found out :)
