16-18psi will yield around 350whp. Do you really want or need that much for a FWD? How deep is your wallet? I don't know if your dealer is knowledgable about custom turbos and aftermakert parts, most of them are ignorant when it comes to that.
For the boost you are asking for you need (in addition to a intercooled turbo kit):
1. 8:1 or so compression Forged Pistons.
2. Forge Rods.
3. Possibly resleeve block.
4. Fuel sytem upgrade (Return fuel line, bigger pump, injectors, etc).
5. Full engine management system like Motec, Tec 3, SplitSec, etc. and tuning.
6. Upgrade MAF sensor (possibly one from a Mustang or Ford Lightning)
