Im looking to replace my fuel pressure regulator, but i cant find it. I followed the fuel line in the engine compartment and got discouraged. Does anyone know where it is? Also does anyone know what psi it regulates to?

the only way to access the fuel tank is to take out your rear seats and then from there i think its pretty much straight forward(never done it before)

There should be some sort of cover that you remove to access all the fuel lines and fuel pump and whatnot. I think I can save you some trouble by saying that unless you're boosted messing with the FPR wown't change much.

I need to increase the fpr psi by about 2 psi in order to even off my 02/gas mixture and optimize performance. This will remove lean running, since i have forced induction.

No, it won't. If you raise the fuel pressure, all you'll end up doing is affecting all the trims in the ECU. In a short periodof time, you'll be right back at the same place. What you need is a Power FC.

Who makes a good PFC and where do you recomend i get one from. I've looked at the Camcom and A'pexi but I'm hoping for a cheaper solution, and looking for a better buy on them. Any tips?

There is only one Power FC and that is the Apexi one... there isn't really a cheaper solution I think the camcon is the cheapest working ECU upgrade but it doesn't do all that much...

SAFC is a piggyback is crap for our car because it does not work, there are too many post about it out there search for it.
My experience at a dyno facility with SAFC + turbo is: Adjustments you make on the SAFC would just hold 1 run the next run you are back to pre-adjusted numbers running wayyyy too lean. (you can search for an old post I did couple of years back).
PowerFC can be found at www.jappartsspecialist.com for around $710 (depending on the exchange rate).
