there are instructions available online. it mostly just makes the intake louder, shouldn't really effect gas mileage....

as cleary visible, there is a SLIGHT defect at one end of the tube. Purely cosmetic, and that spot is completely covered by the rubber coupler anyways.
Filter is in good condition, could use a bath as it's been in there for a year. Or could just run it as is.
