ok.. i did a search but got conflicting answers so here goes:

i recently got my block replaced... and I was wondering when it is safe for me to go synthetic...

before it was replaced.. i used mobil 1.. then when i realized that i was burning oil, toyota did an oil consumption test using their oil..

I have about 700 miles on the new block.. is there a certain mileage target i should hit before going synthetic again? When should i drop the current oil out?

Absolute minimum is 1000 miles unless you drive the piss out of it. To be on the safe side a change at 1000 with conventional and then 3000 with synthetic would be best.
