Without being there to see it and going by what you have written, it sounds like you have some pretty severe build up of coatings. Shine is dictated by your top coat but depth and clarity are attained by surface prep and those inbetween steps.
It's a bit unlikely but you may be putting the "swirls" in the coating layers and not in the clear coat. That's all I can suggest if you are using proper techniques and applicators/removers as you have described in the past.
Get that thing down to the clear coat before starting up again. Clay and 3M General Purpose Adhesive Cleaner.
Describe the "swirls" to us.
1. Scratches that are random in direction and length. (scratches)
2. Scratches that are in an corkscrew/overlapping oval pattern that are in the same location even when viewed from several angles. (swirls)
3. Scratches that are in a ring pattern that seem to radiate out from a point of light reflection. No matter where you look the rings follow the point of light. (spider webbing)
