I was wondering if anyone knew what rims/size, also how much was this Celica was lowered in the picture in the link? It would also help if anyone knew who owns the car so that I can find out what springs or coilovers were used.

Oh I know it's really low. IMO it looks awesome, I'd just be afraid to drive around with it that low. Don't think I'd be able to pull in my driveway with that height???

Any suggestions on springs/coilover heights for lowering? Brands??

look like 18s and that is slammed. you're not going to find springs that'll do that. so i'd say 3+ in the back at least.
