Unable to fill my Celica with gas

Hello I have a 2000 Toyota Celica GT and yesterday I went to the gas station and tried to fill up my fuel tank but the gas pump would only let me fill up the car for about 3 seconds. I am confused as to what could cause my problem. A few other problems my car has that I'm not 100% sure if they're linked are:
CEL for P0446(Evap system vent control circuit) and a pending P0440 (Evap system) code.
Rough idle below 1,000 rpm
High idle 900-1,200 rpm
Does anyone know of any fixes or tests I could do to troubleshoot my problems?

Your EVAP vent isn't opening, so the pressure in the tank can't vent when filling, the pressure backs up the filler neck and turns the pump off like the tank is full. You need to fix that vent code, it'll fix your fuel filling problem. You can try adding gas more slowly or pulling the nozzle out part way to fill it until then. Just be aware that the auto shut off may not work properly.

It does come as part of the canister assembly but you can buy it separately too.

On the charcoal canister are a few things, an electric solenoid and a couple of vacuum operated valves. There's some testing you can do back there, I've attached a PDF with some directions. However most times it's easier and more economical to just replace the entire canister assembly especially if there's going to be rust since the screws holding the parts to the canister will not come out.

just a little different perspective. my 01 celica had the exact same problem but it was not the evap. there's a check valve where the filler neck goes into the tank. mine was stuck closed. i removed the filler neck from the tank and could see it. stuck a big screwdriver in there and lightly tapped, the thing opened up and i have never had any issue since. that was 2 years ago.
